KARACHI: At least 113 schemes of the education department involving billions of rupees are left incomplete in just Malir district, nullifying the claims of the authorities regarding improving education system in the province.
This was revealed during a high level meeting presided over by Chief Minister Syed Murad Ali Shah at Sindh Secretariat on Thursday. While discussing core issues, the CM said the elected representatives from Malir had informed that around 113 schemes of educational institutions including schools and colleges are incomplete for certain reasons like shortage of funds, failure to form PC-IV (completion of the project) and so on.
The CM discussed each and every scheme and then ordered the concerned engineer to inspect all of them and send him a detailed report within three days. He also directed the education department to prepare SNE within two days for the educational institutions completed recently so that they could be made functional in the larger public interest.
“It would be my great success if I make 113 educational institutions functional by the end of current financial year,” the CM added. Besides education, it was pointed out that most of the health centers were not functioning to their capacity because the doctors appointed there were not turning up on their duties.
For example, Rural Health Center Murad Memon has the staff of five. The CM showed his displeasure and directed Minister Health to take strict action in this regard. “Those who are reluctant to do their work should not be with us,” he said, adding that he had declared health emergency which meant that everyone in the health department has to provide health services to the people of Sindh.
The CM was told that a 60-bed health center in Asu Goth has been constructed and the building has been completed for the last six months but the center is nonfunctional. The CM then directed Health Minister Dr Sikandar Mendhro to propose its SNE and get it approved from the finance and P&D department within a week.
The meeting also discussed the issues of water supply schemes. It was pointed out that a water supply scheme for around 52 villages of Gadap has been completed but it has no PMT to start operation. The CM then directed Commissioner Karachi to talk to KE and get the PMT installed.
Another water Supply scheme to provide water to 48 villages of Ghaggar Phatak was also discussed, and the CM directed DC Malir to ensure proper provision of water to the residents. The meeting was in progress when the CM sent health minister and his team to visit all the under construction schemes of health centers.
“I want a detailed report name-wise, releases, and utilization of funds and reasons of delay so that appropriate action could be taken in the public interest,” he said.
